Wong doesn’t say that. It in fact says that Wong was a US citizen with rights the same as if he were a NBC. This was an attempt by the court to prevent “classes” of citizenship.

While ALL citizens have exactly the same rights there is NO right to the Presidency. Eligibility requirements must be met. One must be an NBC.

Cornell Law School says otherwise.

"Under the 14th Amendment's Naturalization Clause and the Supreme Court case of United States v. Wong Kim Ark, 169 US. 649, anyone born on U.S. soil and subject to its jurisdiction is a natural born citizen, regardless of parental citizenship. This type of citizenship is referred to as birthright citizenship."
