Calling a joint session by the Senate seems like the same thing, even though tradition is it’s the House that calls it.
If Nancy doesn’t want to come fine, but any of the house members that want to could come.

From what was reported on Fox News today, both the Senate and the House have veto power over a joint session. It has to be approved by both Houses.
