If the House is in Session, the President may enter the floor, but the Speaker need not grant him speaking time. The ban on speaking would be subject to majority vote.

Wow, I can see the decision tree planning going into this. You can bet POTUS has every contingency covered. What if he is blocked from entering, what if he is allowed to enter but then not allowed to speak, etc?
