Goes like this: We are living in an uncivilized society because in any truly civilized country a perp who beyond any doubt has murdered or tortured an innocent victim would be tried, convicted, sentenced to death, and publicly hanged within 10 days of his apprehension. No exceptions and no appeals.

They pretend like it's some big deal that they have to "prove", when we have technology that wasn't available 200+ years ago.

It's purely to strip tax dollars - and to malevolently rub the noses of the peasants in the fact that they are The Boss Of Us.
