Let me expand:

(you must admit this is one of those extraordinary Occasions, government shutdown, border security, Speaker of the House REFUSING the president access)
Definition of convene
Dont be confused with being in session. Convene defined below.
transitive verb
1 : to summon before a tribunal
2 : to cause to assemble
If the president calls on Congress to assemble, they have to go. He can summon them to any appropriate location. Doesnt have to be the House Chamber, if they refuse to allow its use.
MAKE THEM attend a State of the Union address.
Do a MAGA rally and have the Sergeant at Arms make them show up
Does it have to be an "appropriate" location?
He could drive them all crazy by summoning them all to Moscow.
