There was no way in hell Pelosi was ever going to give an inch. Hell -- he not only knew that, but he WANTED to be dealing with Pelosi ... since he was dealing with her directly as the House Speaker back in December even while the Republicans still controlled the House.

It was a move of weakness, but FWIW he has plenty of company in the GOP Senate. The whole lot of them are craven bottom feeders who care about their own political prospects and to hell with the fact that not building a wall will mean a fuel supply of Mexican voters for the Democrat party - meaning the GOP will lose more and more seats.
During the Second Punic War, the Dictator (a by-law position that lasted exactly 6 months), Fabius, was dealing with Hannibal by using unorthodox tactics; specifically by staying on high ground and NOT engaging except maybe to pick off scouting parties.
The Roman citizens were screaming for his head. They wanted a glorious battle and not this war of attrition. Many were screaming that he was a traitor and that he was in league with Hannibal and that he was a weakling.
Eventually they staged a coup against Fabius and established a co-dictator who would do what they wanted: raise an army and attack Hannibal head-on.
Result: the Roman army was routed at the famous battle of Cannae and the Roman Republic very nearly fell because of that defeat.

GHW Bush was the President that was supposed to implement the border security and interior enforcement parts of that 1986 amnesty.

FOUR Presidents before President Trump refused to secure the border as did Congress.
