Jolo is ancient Muslim territory, the seat of the old Sultanate. There were no unenslaved Christians living there until the mid-19th century, and it was only brought under effective rule from Manila after the Spanish invaded it in 1876 - an ancestor of mine was on that expedition. It has been a constant source of trouble ever since.
The Catholics there are a small minority.
There will be trouble until the Muslims there are the small minority. Or nonexistent.
So is it open season on moslems living in areas where *they* are a small minority?
