I want to know WHY the noose was still around his neck, 45 MINUTES after the attack, when he was safe and sound in his friend's apartment and WHY he went there,instead of to a police station and/or a hospital right away.

This all sounds like a made-up publicity story or his friend and he were engaged in some weirdo sex thing and he got badly hurt, so they cooked up this stupid story for a CYA.
