“Shouldnt a GOP President make a special point of discussing Congressional testimony with his staff and department heads BEFORE they go to Capitol Hill?”
No, that’s the job of the President’s Chief of Staff. The CoS is the designated SOB to watch out for the President’s interests, both political and policy.
Good point. In this way, maybe Mulvaney is not well-suited for the CoS role. Mulvaney needs to take charge in an area he can make shipshape.
And perhaps that’s where Mulvaney goes after he and Trump have a meeting of the minds about where exactly to weed out government corruption and waste.
We shall see.
