No, congress cannot haul in or subpoena a Supreme Court Justice because their authority derives directly from their constitutional offices and are not subject to checks outside those delineated in the Constitution.
But lower federal courts, like the FISC, are creations of congress just like the EPA, DOJ, Dept of State, etc.
Agencies established by congress are subject to congressional review and oversight. Why are lower federal courts and the FISC immune from the same scrutiny?
They weren’t really looking for Russian crap. They were looking for campaign intel. Where they were spending their money, what states they were competing for/writing off, campaign commercials, etc., etc. Also they were listening for any quote that they could run over and over in a commercial.
Its almost like the Patriot Act and FISA courts were created as the FBI and Robert Mueller’s plaything.

The FBI has around 35,000 employees and a budget of around 9 billion they deign to admit to. It was probably too late to do anything about them 50+ years ago, much less now.

The IG(inspector general) report on FISA abuse for the years 2013-2015 states 85% of database searches done by the FBI & DOJ were illegal...that report came out in 2017.
