No constitutional authority to do that to any ‘state’, but Congress could take back DC home rule and do it to all of the district, not just the legislative part (separation of powers might protect Supreme Court, WH and exec branch buildings from this). I recall David Brinkley talking about how the advent of AC to D.C. under FDR changed the place. No one wanted to work there year round; the bureaucracy was much smaller before AC. Then I recall reading about all the drainage projects having to be done in the district well into to 1800s. Restoring DC to its original swamp status would help demoralize and drain its current SWAMP. Although it’s probably too much to ask for the return of its malaria and yellow fever.
