I would guess the money just looks like it is coming from Netflix.
Will she be voluntarily donating 70% of it to the IRS?

Netflix has no intent of making money on this, just as whoever is paying her advance on her "book" doesn't expect to sell a lot of copies.

These are straight-up payoffs to whoever is behind the AOC phenomenon.
