It is not that simple. The reserve is huge, but it is very heavy crude which complicates extraction, transportation and refining. The US refineries are the best to do that job. So, it is not as simple as pumping into a pipeline.

Do I understand correctly that fracked shale oil is very light and thus would be useful as a solvent to thin Venezuela’s oil so that it could readily be pumped?
