BUT, will it produce a single kWh of power?

When I was in the power business, we were only concerned with producing reliable and economic power. We followed a simple "obligation to serve" credo. Things worked and worked well.

This is socialism where things may or may not work well or not at all, which is OK, since everyone pretends they work well and the socialist government pretends to pay them.
