National security is the province exclusively of the executive branch and whoever is counseling Trump to defer is committing treason. I suspect it is Jared Kushner and Trump's daughter, Ivanka, two Manhattanite liberal left wingers.
Unless and until Trump takes off the blinders and the gloves and begins to exercise the powers inherent exclusively in the presidency and provided by the U.S. constitution, we are going to lose the country.
What we are witnessing is nothing short of the destruction of the executive branch of government and a devolution of power vested in it away from a duly elected chief executive to a cabal of treasonous seditionists in congress and in the judiciary. Trump has no solid backer in the AG slot who can and will deflect the slings and arrows which will be coming his way from the courts if and when he invokes emergency action and executive orders.
He has even less backing in the castrated military bequeathed to him by Obama, who successfully purged it of all flag officers who would defend the country against invasion. That's why the military sent to the border was given instructions by the pentagon to essentially wash the feet of the illegals as they arrived.

I’m reading an AP report that says: “Bargainers agreed to fund 40,520 beds to detain immigrants entering or in the U.S. illegally. That’s the same number funded last year, though the actual figure held is around 49,000.”
We need more details. But from a funding aspect, funding is same as last year. It looks like more illegals are being held than beds. I don’t know how that works. It isn’t clear to me if the 49,000 number is being lowered because of the funding number.

Once I heard Trump picked him, I was hoping like hell Trump would keep him away from this stuff, but he didn’t, and now we pay. I suspect this is why he left Congress to work for Trump.

It sounds like what they got is the status quo where Congress explicitly provides enough money for 40k beds and ICE finds enough "emergency" funds from other parts of their budget to detain more people - currently about 49k.
The Dems wanted the 40k cap to be firm, but lost.
The challenge will be pulling enough money from other parts of the budget to fund more beds.
They can also try to lower the cost per bed to make the appropriated money go further.
