My guess is it was intentionally “illegible” so he could pull a “fast one” and brag to all of his peers on what he accomplished.

And I believe the bear motif was cover for the sloppy writing. The bears write much better when they're making signs to lure people to be eaten (a recurring theme of Wiley's).
