I believe they were watering them down; the problem with standardized tests is that they confirm and document the Bell Curve, so it must be removed as a meaningful test.
That, or be reinterpreted as "proof" that Black and Hispanic children are trapped in "underperforming" schools. Then, if it turns out that White and Asian children at the exact same schools are scoring higher, it becomes "proof" that Black and Hispanic children have racist teachers. Then, if it turns out that the teachers are Black and Hispanic, it becomes "proof" that they are all subject to "systemic racism" ... somehow.
