Congress should have passed a law years ago specifically making it a federal crime to join ISIS, better yet a capital crime, and to also make it an act of renunciation of their American citizenship. Or they should have declared war on ISIS (they did purport to be a "state," after all) so that Americans who joined them could be charged with treason. Because they didn't, we're going to have a hell of a time sorting through the returning jihadis' war records to figure out what to charge them with, and who knows how many will slip through the cracks.
