I’m quite sure that would be considered cultural appropriation, even though she - unlike 99.9% of “African-Americans” has actually been to Africa. Most African-Americans couldn’t find Africa on a map and probably couldn’t name three countries in Africa - if they even knew that Africa isn’t actually a country.
On that note, African-Americans would be shocked to know what African natives of all persuasions think of them...

We had a guy in my department who was a white South African and a naturalized US citizen. We tried to claim him as an African-American for EEOC brownie points. No dice.
