You are so right. The Saudis already have nuclear capacity.

They got it from Pakistan. Both Saudi Arabia and Pakistan have denied the existence of any agreement, but western intelligence has identified that the Saudi monarchy has paid for up to 60% of the Pakistan’s atomic bomb projects and in return has the option to buy five to six nuclear warheads off the shelf. And if anyone doesn’t think they haven’t already checked out at the stand, they need some rest. With all the scientists sitting in Pakistan, it would be easy for them to assist Saudi to change from industrial to weapons grade with the use of U238. And they have a place to do it. Riyadh has been accused of creating nuclear and chemical weapons, despite being a follower of IAEA, NPT and OPCW.

It doesn’t mean what they seem to think it means. A statute cannot be "implicated" in wrong doing. It has no willfull intent or capability to do anything criminal. A statute merely defines the law. It takes a person or a group of persons to violate a statue to break the law.
