A toll is actually more fair, but the collection process is more costly. The problem with a fuel tax is that there isn’t a direct correlation between your fuel consumption and the impact you have on the highway system. If you drive a vehicle that gets 30 mpg and I drive one that gets 20 mpg, then I am paying more in fuel taxes but we are using the same roads to the same extent.
