Carter says he was on his way back from the store to his sister's house in Sunnyside last September, when he saw some Houston police activity at the corner of Ferdinand and Phlox. He walked closer. Court records show police had just executed a search warrant at a house. An officer confronted Carter and he complied with their request... Before he knew it, he was being arrested. Carter, who, according to online records, had done only one day in jail for trespassing in the past, found himself charged with having 40 grams of cocaine, as well as codeine and marijuana... Carter was busted by Goines' narcotics unit. ABC13 Eyewitness News obtained video of them during a search last year. All of Goines' active cases are under scrutiny, including Carter's, because of the botched drug raid last month that went terribly wrong. Dennis Tuttle and Rhogena Nicholas were killed. Four officers were shot. Goines is accused of lying on the search warrant that led to it.

How many of the current undercover narcotics officers were trained by him?
The article is awful - he was charged with possession of 40 grams of cocaine insinuating it was on his person. Is the accusation that they falsely planted the evidence on his person or that they only found the cocaine on him because he was walking by and shouldnt have been stopped or that he was just limped in with the drugs found at the house?
The article is terribly unclear. He says he let them search him because he didn't have anything on him. Yet he was charged for having the cocaine, codeine and marijuana. Was it in the house where he was staying, planted, what?

This is like a story portrayed in a classic, 19th century Italian novel, “The Betrothed” (The Promised Espoused, I Promessi Sposi). A silk weaver has to flee from his native village after he resisted a nobleman who has bet his cousin he can debauch the silkweaver’s fiance by a certain date. The weaver goes to Milan as a refugee, sees a bread riot in progress, is attracted by the street commotion, gets pulled in, and instantly becomes the prime suspect for fomenting riot, a capital offense. The principle: we should teach our children that when there’s trouble in the street, GO THE OTHER WAY.

40 grams is about an ounce and a third. That’s a lot to be walking to and from the grocery store with.

This is a reckless generalization.

The real question is, “How many inventories has he falsified in 30 years?”
Flip side of the coin.
Even if the question is, “How are you today?” the answer should be, “I want a lawyer.”
I’ll wager the drugs “found” in the the fatal no-knock house were planted after the shooting when no heroin was found!!! It is reported that Goines kept drugs in his car.
Did he have drugs, or did he NOT have drugs? If he did have drugs, how stupid is he to approach police activity while carrying dealer quantities?

If it was the latter - or lumped in for being around the house - that shouldnt have even gone to trial.
I would suggest the corruption goes up much higher and this guy is the fall guy.
And by this guy I mean Goines.
It wasn’t his house but was on his way to his house. He claimed there wasn’t drugs on him and that’s why he consented to the search. The officer who arrested him is the same one who lied about the no-knock the other day where 2 people died and no heroin was found in the house. The officer’s cases are all getting reviewed by the FBI. This may hit the fan bigly. It might go to other officers, too.
