Not for a resolution but the Rats won’t get enough votes to override President Trump’s veto should the resolution pass in both Houses.

I'm pretty sure a resolution follows the same path as a bill. Senate rules would apply.
You can debate it, attempt amendments etc...
Only Privileged Business is not debatable.

Debate in the senate is specifically mentioned in the original NEA law. So I'm guessing cloture is in play.
