Minnesota, Wisconsin and New Jersey already have some of the highest individual tax rates in the nation so raising those might be a bit unpopular:

They will try to sell it to the populace as a user tax or energy/ecologically "friendly" tax but it will ultimately be born disproportionately by working class families who have to travel to work.

The notion of actually cutting spending and entitlements would get the folks in Little Mogadishu up in arms. Can't have that.
