1) Advantage goes to the side who have the funds, control of the monetary system/banks/resources, trade routes, medical care, information, and military to pay/support the needy and dependent infrastructure.

2)Concerning the “rebellious” side, whoever the foreign entities align with and subsidize.

“Don't Tread on Me” types will be batting 0-2 in that case as of now/near future; if you think enough military (Especially retired variety) will branch off, keep dreaming. If you think a foreign(s) power will get involved, ditto. China might be intrigued, however, you still have nuke subs floating all over the place taking names because everything will be lockdown if an insurrection occurs.

This isn't 1775 (Which primarily counted on France with assists going to Spain as well as several other countries) or even 1861 ("Southern Pride", not much else), you are dealing with tech that favors the ones controlling it all (Even the hackers) based on thousands of eyes circling around in low orbit.

There is not enough subversive penetration to push back a counter-attack due to demographics and dependency. Also, as long as resources are cheap, people won't give a hoot. They want Social Media, streaming services, easy sex, gibs such as Social Security (With ALOT OF COMPOUND INTEREST THAT DOES NOT EXIST), Medicaid, welfare, Credit, etc... After an implosion, then we can discuss this probably through ham radio or Morse Code, lol because "Skynet" will be watching.

Initially, you're right. However, such advantage would force the other side into a modified version of the United States biowarfare policy. I.e. a bug is a chemical is a nuke. Thus the only response to "hybrid" tactics would be conventiional ones.

You must not talk to too many currently serving. It's a topic they discuss pretty frequently amongst themselves. If you think they don't already have plans in place, you're deluding yourself.

I think the advantage would go to the side with control of the nukes. If I were running things and had control of the codes, my first strike would be the obliteration of an enemy metro area while the interest and TV networks are still up. Oakland or maybe Seattle, for example.
