You are only looking at the budget. You have forgotten about the $500 Billion to $1 Trillion underfunded liability to retired government workers pension plans.
A $10 Billion budget surplus, which will end up being spent on government boondoggles and be rapidly vaporized. Poof!
This is why they need even more illegals. If they need more money, sell off their assets.
