Bill Clinton must be sweating heavily.
If Bill or Hillary or any other high-visibility government and political personalities are involved, the records will remain sealed.
It would be traumatizing to the entire democratic party and to all of those that held and still think of Bill as some kind of savior, as somebody to be cherished, as someone who they all admired.

More than the Clinton machine is involved with this. These records will not be released. If they are “released” they will be bowdlerize to the point of being useless. If someone insists on revealing what went on they will be eliminated.
