This is just a “hey look at me” moment. I grew up in Missouri and return to visit relatives a couple times a year. Lots of those folks already meet these objectives and some really shouldn’t try. Nice try but if you’re going to mandate something require schools to teach gun safety and sponsor competitive shooting teams. Lot of NRA members in Missouri and they would love to help the schools. In the 1960’s I carried a ‘94 Winchester in my car trunk during deer season when in high school, I cut 7th hour study hall all the way through the season
During the 1960s while in high school in California, I often carried a .22 rifle along the streets from my home while on my way to hunt rabbits. They would call the swat team if I were to do that now.
When I was in grade school in MO you were allowed to carry your single-shot 22 rifle on the bus! They had gun safety and marksmanship training behind the gym.
