If you would stop “nabbing” them, they wouldn’t become wards of the U.S. taxpayers. Let them wander around with no welfare benefits. They’ll go home.
That would work, except for the fact that no one will refuse them food stamps, welfare checks, free medical, free schooling, IRS refunds, social security checks, disability payments, charitable gifts, jobs, housing, legal representation, etc.
