Nothing stops a foreign visitor from driving with a license from his home country. There is no reason to issue a license to someone who is not permanently *legally* here.

You can get a license if you have a valid visa, even if you are not a permanent resident. An L-1 or H1B visa holder is required to get a license in his state of residence. These visa holders cannot use their home-country license after 30 or 60 days in most states.

By a large majority the people of this country have wanted the laws enforced and the borders secures.
It’s the large majority of office holders of BOTH parties that have kept them open and unenforced.
