There are two kinds of liberalism: classic and modern.
Classic liberalism is like what the Founding Fathers believed: freedom comes from lack of government interference. Modern liberalism is as you said. The totalitarians usurped and redefined the term to mean that freedom comes from government benefits. It's similar to fascism which says person's rights and privileges depend on their rank in government. Small difference.
