This will be AG Barr’s first test—deliver an unbiased report or not. Seems that if there is no further indictments, then this should be a summary of charges pending, made, and results. Nothing more.

Mueller did not make a recommendation as to whether or not Trump obstructed justice. Presented views on obstruction of justice on both sides of the argument. Leaves it to the AG whether Trump’s conduct committed the crime of obstruction of justice.
Barr and Rosenstein have decided Trump did not commit obstruction of justice.
