CAIR was originally established as a political action base for Hamas in the U.S., in an interlocking network with the Holy Land Foundation (HLF), based in Richardson, Texas. While federal authorities allowed CAIR to continue functioning undisturbed, they shut down HLF. Although headquartered in Texas, HLF ran branch offices in Paterson, N.J., Bridgeview, Ill., and good old San Diego. Established in 1989, HLF took off when it received a $200,000 cash infusion from Musa Abu Marzook, the external director of Hamas, who lived in the United States until he was deported in 1997.
