This is quite an interesting story, and it should be coupled to the John Podesta “I accept that there was no collusion” remarks.
I believe there was a deal, brokered by William Barr and a semi-reluctant Rod Rosenstein, to end the investigation and announce that there was no collusion. This deal required the departure of Andrew Weissman (or he quit in disgust), and required also the surrender of the mid-level conspirators Brennan and Podesta.
As the FBI character in National Treasure says at the end, “Ben, somebody has to go to jail”.
It is of the utmost importance to Barr, and Brennan, and perhaps to Trump himself, to firewall Obama, Jarrett, Susan Rice, Biden, and whoever else was at the January 5, 2017 Oval Office meeting. This is very distasteful, but is arguably required for civil peace.
So McCabe is probably going down, and Strzok, Page, Ohr (both of them), and maybe Baker.
In exchange, Mueller will not testify in Congress that he really found collusion, and the real coup plotters will skate.

Interesting theory.
