They can issue it, but there already exist longstanding established legal guidelines regarding what can and cannot be released. It's a setup tactic.

Someone should tell these assholes that It is AGAINST THE LAW to release substance relating to Grand Jury and National Security information. Gut-Cut Nadler should know this.
