The brain is a complicated organism much of which is still not understood.
Disorders of the brain can cause many different kinds of behaviors..including impulse control and weird type of behaviors including weird sexual behavior.

I know what you’re saying but it’s the best response I have seen.
It appeared to be at a swearing in ceremony. Biden was swearing in new members of congress and he had plenty of women, big and little, to grope.
“Dems are pervs. When are Dem voters going to realize that?” I think they already know that too well about themselves, but they manage to compartmentalize it somewhere way in the back of their minds. Old School Dems like Biden, Bill Clinton, Ted Kennedy, et. al., figured that they have carte blanche to invade physical/emotional space of women ( always women “on their side”, ironically) precisely BECAUSE they’ve come out as vocal supporters of women’s rights to protect themselves against the very things Biden, Clinton, Kennedy, etc. have inflicted on them. There’s a very obvious strategy of the New Dems to push people like Biden aside, to pave the way for the ascendancy of their growing wing of the Party: however it may finally shake out as to who their nominee is, pretty much the entire roster of Dem Presidential Nominees is behind this effort to get rid of Biden. That’s no reason to support him, though, even though the dying Pelosi wing, at this point, still clings to that support.

Just because he hasn't gone after sex, and just because he doesn't threaten them with their jobs or careers, it makes no difference as to his motivation. He has this deep need to show that he is more powerful than women. The fact that he has to do this publicly shows how insecure he truly is.
Does anybody recall people saying, "Oh, that's just George... he's from another time... it's just harmless flirting... he's such a nice guy... he didn't mean anything sexual by it... he's just being affectionate in his way... I want George to keep doing it...?"
