I remember something similar being reported years ago - a large, sealed steel cylinder full of cocaine had been welded to the hull of a ship, well below the water line. It was only discovered because a weld broke and the bracket began banging against the hull.

Had a friend was the local city PD diver - whenever a banana ship would dock in the harbor they had to examine the hull. Back in the 80's/90's.
