Mueller and his team wrote it.
My responsibility is to report out the information, and determine if the evidence merits a prosecution.
Now, some of the information developed points to abuses of the FISA system by the previous administration to spy on an opposing party presidential candidate.
We are exploring the abuses and possible criminal charges that may come from it. Members of Congress may be implicated, including yourself."

So what is Mueller going to do ....say his two year investigation that turned up nothing is a sham and there really was collusion with Russia and Trump overtly obstructed justice and he did nothing or was pressured by Trump and never let anyone know? Nadler is an idiot.

Nadler is saying that Mueller’s report doesn’t speak for itself. Nadler also thinks he can find something to get Trump on that Mueller couldn’t.
