NSA is DoD. They do not have a charter to intercept domestic communications. Like every other country in the world, the U.S. government has the legal authority to monitor any foreign communication it pleases, including communications crossing U.S. borders, i.e., when one party is within the U.S. There is no way of knowing whether or not the party in the U.S. is a U.S. person, or a member of al-Qdeada.

Yes they are. Were it not for Adm. Rogers and his staff monitoring a couple of programs, this whole “Russia, Russia, Russia” BS might have gone a lot differently. There were multiple efforts to entrap members of the Trump campaign by the FBI, Mifsud, Veselnitskaya, etc.

Almost everything here is bounced off servers in the UK and back into the USA. It all happens in the blink of an eye. And that is the legal fiction that allows the NSA to intercept ALL domestic communications.
And they have secret agreements with all the telecom companies to ensure their permanent infrastructure access.
