Mueller DID make a determination on obstruction of justice.

He concluded that he lacked the evidence to either issue or recommend any indictments for Trump on obstruction (and in his own words he did this disregarding any debate over whether a president could be indicted).

Also, that is as FAR AS HE CAN GO to EXONERATE Trump, so to the extent that he can exponerafe anyone, then he absolutely did exonerate Trump on obstruction, along with everything else, whether he admits to it or not.
