Now that we have significant research files on the 2015 and 2016 political surveillance program; which includes the trail evident within the Weissmann/Mueller report; in combination with the Obama-era DOJ “secret research project” (their words, not mine); we are able to overlay the entire objective and gain a full understanding of how political surveillance was conducted over a period of approximately four to six years.
Working with a timeline, but also referencing origination material in 2015/2016 – CTH hopes to show how the program operated. This explains an evolution from The IRS Files in 2010 to the FISA Files in 2016.
The FISA-702 database extraction process, and utilization of the protections within the smaller intelligence community, was the primary process. We start by reviewing the established record from the 99-page FISC opinion rendered by Presiding Judge Rosemary Collyer on April 26th, 2017; and explain the details within the FISC opinion.
I would strongly urge everyone to read the FISC report (full pdf below) because Judge Collyer outlines how the DOJ, which includes the FBI, had an “institutional lack of candor” in responses to the FISA court. In essence, they were continually lying to the court about their activity, and the rate of fourth amendment violations for illegal searches and seizures of U.S. persons’ private information for multiple years.
Unfortunately, due to intelligence terminology Judge Collyer’s brief and ruling is not an easy read for anyone unfamiliar with the FISA processes outlined. The complexity also helps the media avoid discussing, and as a result most Americans have no idea the scale and scope of the issues. So we’ll try to break down the language.

The FBI and Department of Justice’s pivotal role during the 2016 race for the White House continued to emerge in recent weeks, with the agency’s use of ‘302 forms’ taking center stage regarding Hillary Clinton’s email probe, FISA applications, Russian interference, and more.
The document -an FD-302- is an official “report” or “summary” of a spoken interview conducted by an FBI agent and an outside individual; as current guidelines prevent the agency from recording interviews with electronic devices.
The “interview memo” typically contains the date of the interview, the location, and a summary of the witness’s statement.
Critics of the form claim the document acts a “perjury trap” where the subject of the 302 could potentially expose themselves to making “false statements” while speaking with a Grand Jury months after the initial interview.
The FBI’s use of the form made national headlines months ago when it was revealed the 302 document regarding former National Security Advisor Michael Flynn was created nearly seven months after Flynn’s interview in January 2017.
“In his fateful interview at the White House with since-fired anti-Trump FBI agent Peter Strzok and another FBI agent, Flynn ‘clearly saw the FBI agents as allies,’ according to the 302, which was dated Aug. 22, 2017 — nearly seven months after the actual interview,” reports Fox News.

How about the GPS associated with your electronic devices or cars? How about the “REAL ID” chip on driver’s licenses that let you fly on an airplane.

Precisely what people were worried would happen when the FISA courts were established.
The NSA developed a computer program created to capture every single electronic communication on planet Earth. Supposedly it was subsequently scrapped after Congress made some small murmurs about privacy. However, this article shows that most of the electronic communications of every US citizens are captured and stored by NSA. The original program was scrapped but a newer version, code named “Prism” is in operation. This was the classified information that Ed Snowden revealed to public view–and why he is still in hot water..
I believe that somewhere in the bowels of a super computer of NSA the entire emails of Hillary Clinton plus all her text messages can be found. There may be a privacy issue because of her yoga exercise and wedding preparations are mixed in, but you can bet that every entry that harmed the United States or revealed her dealings with foreign governments to enrich herself and Bill will be in there. And they properly belong to the government.
I have no doubt that the “wise men” of both parties realize that the revelation of these documents would rock the very foundations of our government institutions. The Rule of Law demands that justice be blind and, theoretically at least, all the members of the conspiracy must be held accountable at law for misdeeds and obstruction of justice. The conundrum is whether locking her up is worth the damage to the Republic.
