Mueller had absolutely free rein to investigate any and all Russian collusion and influence in the election. There was not one word about Hillary and DNC collusion with Russia via Fusion GPS and Steele. I myself think Fusion GPS and Nelli Orh wrote the dossier and Steele was just a cut out to give the dossier legitimacy. The part about Russian whores pissing on the bed was probably Steele.
