I learned some years after returning home from the military that some of the bigger kids in one of the troops local to my high school had raped several of the smaller boys.
I don’t know if the adults covered that up, or never found out.
Where I'm from, BSA was tightly linked to the United Way organization. United Way works its way into the upper echelons of municipal government wherever it takes hold, which used to be practically everywhere.
Maybe that explains how these attacks were kept quiet.
I worked at a Y-connected summer camp when I was a college student. The guy who ran it was a total straight shooter as far as I ever could tell. There was one maintenance guy who began to act a little flaky around the kids, and he was instantly dismissed.
I had nothing but admiration for the Camp Director, who was in my opinion a great man. Tens of thousands of kids went through that camp, and I never heard a negative comment.
