The strategy was for Ryno/McCuckold (after having given Omoeba everything he wanted on policy and funding) to resist President Trump with all their strength, and only agree on policy items benefiting the globalist/donor/opp en borders/cheap labor crowd, before throwing the House elections, and (if possible) the Senate.
Remember that a year before the election, pundits were predicting a net gain of 6-8 seats for the GOP. The GOPe didn't want that, cause the OrangeManBad might advance his agenda.
All elements of the Deep State are in resistance to everything President Trump wants, or is trying to do, except judges: and they can slow him down, but he is simultaneously overthrowing them and slowly implementing his agenda anyway.
