Somewhere along the river, a Mexican rows his boat across to pick up Americans to take them to some little Mexican town for the day. Charges Americans a nominal fee. It’s an advertised touristy thing. So, how is he not stopped by US BP? Is he filing US business taxes? Of course, not. Wonder what he charges to row Mexicans on a one way trip to the US. It’s disgusting we let such things continue.
