Madura and his crimes and failures are going to have a lot of people pissed off at him, and the Russians don’t want to be seen as giving him sanctuary in Cuba. (Of course if they start actively trying to keep him in power, then maybe I’m wrong.)
Let’s see. Maduro leaves his embattled country for good and Cuba falls. We declare Cuba a no-fly zone. Maduro gets arrested and is returned to face justice. Sounds fair.
