They’ll spend 50 million but there’s no doubt they could write their report with all their conclusions tomorrow.
The alleged researchers would likely be already in on the con, and the (cough, cough) conclusions have likely already been written.

BTW, the real research has been, and is being already done by Dr. John Lott and the Crime Prevention Research Center.
