I am guessing, but it is from when Tucker worked for CNN and wore a bow tie, every day, it was cute and he got attention for it.

Just found it on Wikipedia, Chatsworth Osborne Jr. was a character on the sitcom "Many Loves of Dobie Gillis", Tucker dressed like Osborne when first starting in broadcast.
