Papi was worried that the spooks were going to kill him when they attempted to plant 10k in cash on him in Israel and nail him upon re-entry into the US. Well, Papi played it safe, got rid of the 10k and left the spooks empty handed when he arrived home.
...I think the Deep State now wishes they had simply used Plan A, rubbing him out.

What good would doing away with Popi have done? His only use was as a setup toy to be squeezed. He didn’t know what he was doing, or what he was being used for until much later.
Kept Papi from writing the book and doing the TV circuit. He’s very young, and he’s fearless! The Deep State doesn’t need him going around telling everyone what they were doing.
True enough. But, I took the initial question as being more along the lines of why Papi wasn't rubbed out early, say after he didn't completely fall for the 10K money trap by leaving it with an overseas lawyer. I thought it didn't make sense then... he needed to be kept alive to be pressured by Mueller after being set up by the Deep State (or whatever we want to call it).
Now that he's more prominent, a fatal "accident" would lend credence to his claims.
