Not sure I believe this. In any case the only value would be helping to pass a stringent requirement laying down exactly what proof must be produced by ANY candidate running for the Presidency.
Where in the Constitution do you find anything about Presidential elections or "running for President"?
And where do you find authority for Congress to involve itself in the process by which the States appoint electors and thereby indirectly choose the President?
